oh its not for me buy it but 775 is old old tech to me dont really think its worth the money

Tell your friend to piece together a SB build.

I would say no. The conversion for that comes out to about $1400. 280s can be bought used here for $100-$125. For what he wants, you could build a more capable modern machine.
