Most manufacturers use a constantly improving manufacutring process. They constantly work on the mask to make it imprint a better transistor and gate. This usually results in a 100 to 200 mhz speed improvement on similarly ion doped chips every mask redo. If they improve the ion doping mask they can get more unless they just mess up and starve out an area.
AMD does not stop manufacturers from abusing their own products.

Are you talking about steppings and batches? A 10% gain in overclocking from batch to batch is too huge here.

Seems some have already reached higher clock speeds, so 2133MHz is not that high. The E-350 APU really is impressive:

The voltage at which he got that speed also seems higher than the one on the ECS HDC-I (that could have increased the stability too). Unfortunately, ECS does not have the option in the BIOS to modify it.

hopefully this is coming.... The current version newegg offers is nothing close to the board pictured. its lacking but its only 1 number off of the one the OP posted.
