Run HiJackThis... Find out where the program is, navigate to it and delete it. If you can't delete it use File Assasin, it's built in to Malware Bytes.

The first thing I do is boot to safe mode with networking, install/update malware bytes, full scan. It almost always finds the rogue.

Well the 'best' way if you know the process/software name is to plug out your network cable, disable system restore and manually delete it from the registry. but if thats not an option, you could try HijackThis, its a great program for rooting out malware and deleting them permanently, but be careful using it, its very sensitive and brings up alot of legit programs aswell, but your in total control of what gets removed.
