CCC power control setting?

what exactly does this do, can i just leave it at 20% cause i seem to get like 5fps more is it safe? its not changing my voltage or anything right?

Actually, more utilization gives you more FPS. Less utilization gives you less, since it's obviously not utilizing all of the GPUs power. And by default, AMD has "power play" enabled when you idle, to save energy, decrease temperatures, and increase the life span of your GPU.
