From personal experience, the thermalright ty-140 is the best 140mm you can get imo for cfm/noise. For 120, if your looking for something silent/quiet, get the enermax t.b. silence fans. If your looking for something with a little more umph but still relitively quiet, the scythe gentle typhoon ap-14/15 will do nicely.

i would recommend GT ap12s or ap13s unless you are planning to use a fan controller. i have both the ap15 and the ty-140 running in my main computer. at full speed they would be way too loud for htpc purposes. also the ty-140 may not fit in traditional 120mm mounts because of its shape.

i like the scythe s-flex with the sony bearings. i have a 1200rpm 120mm running for close to 3 years and it's still silent.

If you're using a fan controller, get an Gentle Typhoon AP-15 so that you can dial it in. I've found that AP-15s at the front of the case on full blast can make more noise that you'd think. If you're going to use a PWM controller or you want to use a Y-splitter so that your CPU temp can control the speed, go with the TY-140 since it's PWM controlled and the AP-15 is not.

As a silent enthusiast imo the best bang for buck+noise ratio is either a fan controlled scythe slipstream 1200rpm (can go down to like 400rpm but starts clicking it's fine and pretty quiet at 500rpm) or the 800rpm which is generally considered a low rpm king among spcr. Typhoons are nice i just bought two AP-11s myself but they're expensive compared to the slipstreams.
