Temperatures will be higher on a quad core but it should come with a new better heatsink anyway.

If your current processor in that motherboard is 125w then it should be okay for a new 125w processor.

Underclocking the new processor won't lower the wattage draw down far enough.

Also, that new processor does not come with a heatsink, you will need to purchase a new heatsink fan if you get the processor... Your current heatsink won't provide enough cooling.

That Aspire SFF PC should only be good for 95W TDP CPUs! They usually came with K8 or K10 Athlon X2 CPUs at up to 95W

See if you can find a 95W TDP Phenom x4

Those PCs use Acer DTX size motherboards that should take up to a 95W processor (I had a friend who had this mobo and it took a 95W dual core). However, 95W dual core =/= 95W quad core... that 95W quad core can still end up consuming significantly more power in a way that could affect the VRMs. My recommendation would be to see what the official motherboard rating is before deciding on any such thing.
