FPS ÜBER ALLES.

Pretty is nice, but if you can't keep your fps above 20-25 or so at all times, it straight up isn't worth it. Your gaming experience is impacted much more significantly by stuttering and poor responsiveness than by dialing your graphics back a notch or two.

Are the mods you are running really worth the extra trouble?

If you are looking for a new experience with Oblivion try Nehrim... it's a really good total conversion.

the only way to remove stutter is to put the entire game in a ramdisk, then play, every bathesda game has stutter in some way no matter what pc you use, they suck at using the ram in a good way

If it was a CPU Bottleneck then I wouldn't gain any FPS by looking at the ground.

1) Your spelling is really annoying.

2) I can get maximum graphics, I can actually get much higher than the maximum graphics of standard Oblivion, my problem is when I use mods to increase texture size and better water graphics.

You've actually been no help at all, you've instead wasted my time - making me read your annoying typing, none of it even makes sense.

What have you currently done to optimize the game?

EG:
Oblivion.ini tweaks
Optimization mods,
Official/unofficial patches,
Appropriate mod software (OBMM/Wyre Bash)
Created a Bashed Patch?
You have BOSS(Better Oblivion Sorting Software) to sort your loading order?

The more mods you have the harder it is to get it to work smoothly, i had ~150 mods working on mine at one stage when i played it last, spent so long getting it working, when i finally did, i didn't even feel like playing it anymore.

Correct Load Order is paramount.

Hey kid, grow up a little. You know, you really are acting like I would expect a 15 year old to act like. I assume you put that in your signature to show that you aren't a kid, and that you are mature. Well don't act like a brat then.
He has said nothing wrong and does not deserve the hostility you have shown him. Here he is trying to help you, and you are just ignoring everything and just straight up being a prick.

Everything he has said is 100% right. I'm sorry, but your not going to be maxing out that game if you want to use mods/graphical mods as well.

However, as others have shown in this thread, there are ways to make the impact not as harsh.
Another option you have isn't to use a full blown texture replacer, but something that improves the bump mapping of the vanilla textures. Makes it look good, without the performance hit.
