Possible bottleneck with SLI 460gtx

As you can see I am running 460gtx in SLI with an AMD phenom iiX4 955. When I run the Nvidia SLI indicator in-game, the green bar on the left that fluctuates up and down indicating the power output of the video cards stays at a minimum in some places while playing rift and other games such as WoW. Is this because my cpu is bottlenecking and would an AMD phenom ii x6 1090t solve or atleast help this issue?
Please Note: No, I do not want an intel cpu. Just thought I'd clear that up for the intel fanboys out there.

6 cores are only useful in multi-threaded applications - games barely make use of more than 2 cores - check afterburner to see GPU utilization, if it is 90%+ then you are fine, if not then try overclocking a bit more (or overclocking if you haven't done that already)

AH and another thing I forgot to mention is that while I am running the same brand GPUs they are also on different clock settings. Does this have an impact on my poor performance?

Why are you running the gpu's at different clock rates if they are running in sli?

I would definitely have them running at the same speed.

I do not believe the SLI requirements are that specific, but I would assume matching clock speeds would improve performance and stability.

Well I dont know how to bring them both to the same clock speed or else I would have. The one is a PNY XLR8 "overclocked edition" and the other one came in the same box as the one I have before but turned out just to be the regular "non-overclocked" edition (I bought it from ebay so I can't return it)

Install MSI Afterburner, it will automatically sync both GPU's to the same clock speed (as long as you run the in the default linked mode)

Download MSI Afterburner, then change the clock speeds to be the same as the "overclocked" edition speed.
