PSU dying?

I'm posting from my phone so please excuse some typing errors... I have a rosewill 950w psu and when I turn my computer on after being off for a while, the lights flicker and turns off immediately. Sometimes jumping it doesn't work. But only after a successful jump will my computer want to turn on but stays on for a few seconds then dies. But if I disconnect some hdds, it will turn on. Then I can shut I it down, reconnect my hdds, and it turns on fine after being 'warmed up'. Is my psu on it's last legs?

Kinda sounds like it to me. Have you tried a different wall plug-in to take that out of the equation? Also if you have a spare PSU or computer I would try the PSU in a different PC or different PSU.
