I want to say that Norton is the issue. Some antiviruses (Norton and McAfee in particular) do a scan right at startup, and that is why everything else is going slow, the scan is making everything else wait. The only way to fix that would be to uninstall Norton, otherwise you might just have to deal with the long boots. (just never turn off your computer, then you don't have to deal with that either
If you paid for Norton, its up to you if you want to ditch it. If you didn't pay for it, or you just want to ditch it anyways, try out MSE (Microsoft Security Essentials) I have heard that it is one of the BEST antiviruses, and from personal experience it does not slow down anything to a noticeable degree ever. (especially startup)
EDIT: that is also quite shady that Norton does not show up in either the startup folder OR msconfig startup... quite strange, normally if something starts up at boot, it will be in either of those places. :/
