So I've managed to solve it with the help of EVGA customer support:

The CSR had me change power settings to "Prefer Maximum Performance" in the NVIDIA Control panel, and I also reduced the OC by 3 Mhz for all values (Shade, Core, and Memory) and my FPS is back to normal and I can finally game to the fullest potential.

Now I don't have to RMA !! YAYA!!!!

That was in case someone stumbles upon this in a Google search, I wanted a solution to be available.
