First of all, 60 FPS IS smooth.
6870 is a great card, i brought it myself at January and im happy with it, why the heck you want to get rid of it so fast?

I don't mean to sound rude, but did you even read my description properly? I said my fps was inconsistent - very up and down. 60 fps is smooth if it is consistent, but as I have said, my fps is not.

One moment it's in the highs like 160fps+ which is smooth as hell in TF2 and then it is down to 60 which feels slower and affects smoothness of aiming and various things
That's a limitation of your game and the way your CPU is handling it. Has nothing to do with your graphics card, I'm sorry. You could put a GTX 580 in there and get 200FPS, but it would still dip down to 60FPS in the same situations. I suggest enabling V-Synch, then dialing all CCC and game detail settings to the maximum.
