They use a flash, out doors, in broad daylight. There are a lit of people in my town that do it.

Using a flash in broad daylight inst a noob thing, it can actually be pretty usefull. If the sun isnt hitting the subject directly then their face can come out dark so you would then you can use the flash to light up the subject. Its called a fill flash.
