in your case deefault settings are these: FSB = 200mhz
cpu speed = 17 x 200 = 3400MHz
cpu-nb = 10 x 200 = 2000MHz
HT = 10x 200 = 2000 MHz
As xd_1771 has pointed out that the max memory multiplier on AM3 platforms is x8, that means your ram modules will work in the following way:
ram speed = memory multiplier x fsb = 8 x 200 = 1600 MHz
So, to increase ram speed you will have to increase the fsb ( because you can not increase the multiplier). 8 x 233 = 1864MHz. Now we know that the required fsb has to be 233mhz instead of 200mhz.
Now, if you increase the FSB, the cpu/cpu-nb/ht speeds will also get increased ( look at the top of this post). So you will have to set those multipliers in such a way that the respective speeds do not change (that means you will have to lower the cpu/cpu-nb/ht multipliers). set the cpu multi to 14.5 or 15. Many Asus boards will provide you with a list from which you can select the cpu-nb/ht speeds (no need to manually calculate and chose multiplier value).

alright you explained it very well, and I appreciate that! although my new motherboard arrived today
but it isnt asus, its asrock, would that make a heap of a difference in changing the cpu-nb/ht? I had just never actually gone into my bios settings to change a thing, except for reformatting my pc in a difficult way, other then that im extremely new on "how to get there" other than what you stated, press the delete key, from there im sure it would be easy to navigate to the settings
so I should lower the cpu speeds, "first" right? so when the ram is oc'd the cpu wont be off the charts and fry it? basically lower it to 15? since I read in cpu-z that my multiplier was 17x is this correct? I hope im getting it right, and the selection for the cpu/cpu-nb/ht multipliers as you stated, is it one big area with everything in the same page? or are they all labeled differently in different areas?
also the "only" thing im increasing in the memory section of my bios, im hoping its labeled as such because I have yet to go there myself, I set the "fsb" setting to 233mhz? it seems pretty simple
