Keyboard Problems

Hey all,
Im having a few problems and after searching for housr nothing has worked for me..
It started with my previous computer. I noticed the problem first in photoshop. The alt and scrolling only zoomed a little and after that just made me scroll up and down the page. Annoying. I changed computers and.. there you have it, same problem. Recently my quotes also stopped working the way they should. when i press the quote key once, this is what i get

After searching around i found people having the same problem. It could be helped by changing the language settings. I tried changing it from Us International to dutch and back again (with rebooting) but nothing worked. Even deleting US international or adding English US didnt change it for me.
I even bought a new keyboard but nothing is working..
I thought it would be some software because it was on my previous computer and my new one but i havnt been able to figure out what it is..

Quotes come out like that if you don't have shift held down. No idea about the other stuff.

When i do press shift i get that, but than double..
Also, i can't make this é anymore (im on another computer right now)

running windows 7 by the way

Try deleting the drivers in device manager, maybe the old keyboard made windows download some funky default driver.
