If you're absolute max is $200 then a HD 6870 will be the best at that price (considering HD 6950 1GB/GTX 560 Ti's are about $230). But if you're willing to shell out about another $50-$60 then buy yourself a HD 6950 2GB original reference card and unlock its shaders and overclock it. Its the best bang per buck.
