I've since upgraded most of my stuff, butI started by shopping craigslist for used tools. Used bench top drill presses as mentioned above are a great start and can usually be had for 50$ or less. You don't need anything too powerful, a basic Ryobi or other model would be more than enough for your application. From there, I would also agree to look at home depot for ideas and plan your build before going crazy gathering materials. Metal supply houses and local hardware stores (at least where I live) I've found to be much better than the selection at HD. If you choose the metal route over plexi, all you need is something to cut it with (hacksaw) and either a drill and either rivets (for a clean look) or self-tapping sheet metal screws for assembly.

It sucks that water blocks are so expensive, all those GPUs screaming is gonna be loud.

Ok great. I was thinking of nuts/bolts. Since I don't have any rivet guns or drills or anything. Probably grab a cheap drill from the depot.
