Sometimes a speck will get in the socket or on the underside of the cpu and prevent it from booting.A re seat will fix that.

You will be ok without reseating the CPU if you havn't removed it.

Unplug all the drives and everything unnecessary to POST, so just leave your video card, cpu and 1 stick of ram (as mentioned earlier, closest to the CPU) and see if it'll post. If it does, add your ram back one stick at a time, rebooting in between, and then do the same with drives etc...
