Let's say a "real" core gets 50 points in some random benchmark. Then, assuming perfect scaling, 2 cores get 100 points. Now, 1 core in a module would get 90% of 50 points, which is 45. Then, a full module would get 90 points.

Where do you see a 20% loss here?

You fail at math. It's always a 10% performance loss, whether its a 4 core(2 module) or an 8 core(4 module), which is what JF is trying to say.

However for some reason my brain won't allow me to consider two cores working at 10% less each a 10% total loss.

I guess I think of it wrong, where its only 10% across the board, each time you add one you double the loss.

So if I was supposed to get paid $100 but my client could only pay me 90% of that, it would only be a $10 loss. However if eight clients did that, I would lose $80, which is quite a bit more than $10, even though its still only a 10% loss overall.
