You dont need to secure erase before every windows reinstall. Benchmark your drive every 3 months or so and if the performance has severely degrade just do a fast erase with a secure erase utility, then reinstall windows or use some imaging software to save you time.

I use the Acronis True Image boot cd and its secure erase tools (Fast erase) but there are plenty of free alternatives.
