Maybe a server for the public to access. But you probably would be shocked to see what the government probably has in the high tech departments. Just cause no one hears about the government having he latest toys and gadgets doesn't mean they don't have something better.
It's funny that people think the US government is some obsolete old fart that's incapable of keeping up with technology. Considering they get $2 trillion dollars a year in total tax revenue alone, as well as additional trillions in loans, and finally that we've been fighting a cyberwar with China over the last 3 or so years, I think it's fairly safe to say that our government isn't exactly running 32-bit pentium 4's.
But that's just what they expect you to believe, that they are running Pentium D's, that the government is a poorly crafted system that could collapse at any time, and that you should be scared ****less because the boogyman could show up any second. This is what you should believe, and you are required to believe it, otherwise you can kiss your life, liberty, xbox 360 and your writ of habeas corpus goodbye...
So, back to being a good citizen...
We don't need technology, we're AMERICA! F**k YEAH! Our super powerful democracy guns and freedom cannons will repel any and all bad guys!
