I think it gets confused on whether or not to ask you to pay, because iOS 4 is free, so iTunes was rid of all the payment options for iOS. So in going from 2.2.2 to 3.0 would require a payment, which isn't allowed anymore.

Just google "iOS x.x.x download." Then when you click update hold shift or control (can't remember) and it'll open up a box where you can pick the firmware.
