I will try to boot up with no USB plugged in. That kinda seems like it would make sense.
You can disable the controller in the BIOS, just look around for it. I can't tell you where it might be as I am on my laptop.

Whoa. It was my mouse. I unplugged my mouse on start up. Started no problem right away. Unplugged during this weird screen, ended screen, started up.

What could be causing this?

It's a USB Steel Series Xai Mouse.

[edit] I looked it up. Many problems with it. Mobos dont seem to recognize it so it delays it. Steel Series acknowledges it as well. Oh well...
