How long ago did you buy the cpu man? Surely if its recently you more then qualify for RMA if the cpu is not
working as intended. You not not have it overclocked, nor overvolted, infact you've it undervolted. And its still boiling. The only way that would happen to a new chip that isnt faulty imo, is if you got a bad seat, You live next door to hell, or the TIM wasn't on correctly. Other then a component damaged that is.
