It monitors the clock speeds and voltages, but des not effect them :/

Following up on what Glancey said, it's a driver issue with 270.xx and onwards. I was having that problem with my gtx 460 (downclocking to 405 while folding), so I reverted to 266.58 and it's been working normally ever since. Like you, I couldn't fix the problem by staying at stock or by choosing "Prefer Performance" in the Nvidia panel.

If you have the same problem I did, then your OC is stable, it's just Nvidia's drivers aren't playing nice with FAH. Try older drivers (266.66 for the 560) and see if that works. You'll probably trade-off some FPS while gaming though.

What driver are you on right now. You should be at 270.61. If you are then try reverting back to the previous working one.

Do you have two video card managment softwares running, like Afterburner, Precision, Smart Doctor? That happened to me once where I couldn't change my clocks it keep reverting back to my previous clocks. They were conflicting with each other.
