The XBOX live service is coming to Windows 8. So you can understand how this rumor got started.
Windows LIVE and by connection, XBOX LIVE, have already had access on the PC. having XBOX LIVE available fully would make sense to have in addition to 360 game compatibility. By the time Windows 8 is out the 360 will be at the end of it's lifetime, and only logical of Microsoft to try to widen their customer base further. All games on the 360 are written in C++ IIRC, that in conjunction with C++AMP could very much make 360 gaming on Windows a big possibility.
BTW, I am using info from and referencing other people's posts.
Also, if this does pan out to be true, I wonder if Xbox1 games will work too, or at least the ones already in the 360 compatibility library.
