From what Im reading, and assuming based on the rumors if this is true, this is basically like an emulated but native way of playing 360 games on a PC.
Before even getting around to DX12, the 360 only has DX9 with mixed DX10 features. It wouldnt be about developers making their games to support DX11 (or 12) as those games would be separate.
IE - Crysis 2 360 version is only DX9. Play that on the PC, and its essentially pointless as opposed to playing the native PC version with DX10 or the DX11 patch unless you want to save money.
At least thats how I see it. I cant see Microsoft trying to prevent developers by limiting them to the 360 console specs.
