Setting up a new minecraft server

Im looking so start up a minecraft server and I was looking for some help as for as the .bat startup file.

The computer specs

CPU
AMD 955 BE

Memory
16GB ddr3

Hard Drive
Seagate 320GB

Internet Connection
30mb down 5mb up

My question is what is the best config for the .bat file so that the server will run perfect with zero lag.? I would like to host 20-30 people.

Any help of suggestions would really be appreciated.

Linux or Windows?
The script for my server on CentOS is as follows:

screen -dmS minecraft java -Xmx1376M -Xms1376M -XX:+AggressiveOpts -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalPacing -XXarallelGCThreads=3 -jar craftbukkit-0.0.1-SNAPSHOT.jar nogui
You can increase the RAM allocation as you see fit, or adjust parallel garbage collection with how many additional CPU's you may have (such as 3 for a quad core). With 6-7 players no issues as far as running out of RAM and bandwidth seems to stay around 1-1.2 mbps for that kind of load, just for reference.

should work, keep in mind this is routed at 64bit java which require 64bit IE to install
