I'd get a better PSU of the same wattage, for example the Antec Earthwatts or Antec Truepower New 500W PSU's. Not gonna break the bank and will save you money in the long run.

I'd prolly hold on the RAMs and go for the PSU first. You guys think it's ok?

Really hard to sell my 9600 gt as it is 3 years old too LOL.

you should definitely take that Q8300 higher, a 3.00ghz clock will be much better and faster than 2.70, nearly every Q8300 can hit 3.0ghz (7.5 x 400) although having it at 2.7 won't bottleneck anything. I suggest you buy a better PSU, not very familiar with Raptor :| and if you can, get a better cooler. So all in all, I'd suggest the following:

- oc that to 3.0ghz, as a fellow Q8300 user, I saw the difference when overclocking from 2.7 to 3.0.

- better PSU, I'm sure you can get a quality 450 PSU to run fine.

- better cooler, this will help if you do decide to take the cpu higher

i think 6870 will be bottlenecked by q8300 at 2.7 ghz
and i am not sure about your power supply, but better to be safe
get corsair vx550, very safe yet little costly option
or there is a seasonic 500W psu available, you can look into that
and i power my rig with a vx450, but it barely handles them all

as for gpu, u can opt for 5850 or a 460, both overclock like monsters,
rest assured that you are not missing miles by not getting 6870 over these 2

and try to get those clocks higher, 2.7 is good, but fellow users can make it go higher, and so can you

After much deliberation, I went with this setup

CPU: q8300 will OC to 3.00gHz
RAM: 4gb Kingston (It is an SDRAM, i am not quite sure if my MOBO can support it. what you guys think?)
GPU: ATI 5830
Motherboard: Asrock 4core 1333glan
Cooler: Hyper 212 +
PSU: Raptor HEC 500w (sticking to this till my next paycheck)

Thanks guys for all the info. What do you think of this?

No bottleneck, and You should play every game at medium settings. My friend has Athlon X2 4600+ and Geforce 9500GT and he can play every new game at medium settings
