They seem to move the most CFM while coming just under 30db. Some reviews on newegg have been mixed though.

I have two of the Thermalright TY-140 140mm fans, and I love them. I'm using them as top exhaust fans, and they push more air and are quieter than the two Scythe s-flex 120mm fans they replaced

I have 2 of them as well, very good ball bearing fans for the price tag. Just be warned, they are awkwardly shaped and use 120mm mounts. One of them at the top of a CM690 Advanced will block the other fans 140mm holes. The strange shape of the fan will make them about 2cm wider on each side compared to a standard square 140mm fan.

The Thermalright X-silent have 140mm mounts and are almost as good. The other thing about the TY-140 is its measurements are 140x160mm. It's a 160mm fan! (almost)

I compared a number of 140mm fans in item 4 of my sig. My sound measurements, though, were from the side of the D14, not from the face of the fan.

I'm using a Prolimatech Blue Vortex in my case, undervolted with an Aerocool Shark 14's undervolting cable.

I am using an undervolted Aerocool Shark 12 in my case for its LED's. It's not the quietest fan I've ever used. Overall, the Sharks are OK undervolted, too noisy on 12v.

For real quiet, there is the T.B. Silence 140mm. But then, it doesn't move much air, either.

Anyway, you can compared performance and noise in my study. Also, x-bit did this review.
