No, that's wrong. Your Corsair HX650 has great
internals and will handle a Radeon HD 6870 CrossFire with your OCed CPU just fine. FYI, you shouldn't trust information from your power meter alone, as it tells you the power consumption at the wall. To see what the PSU really needs to output, you need to calculate taking into account its efficiency.
Two Radeon HD 6850s at full load consume around 260W, a heavily OCed Core i5 (first gen) will consume around 175W at full load, and for peripherals that's 50W. That's a total of around 485W at the wall, or 412W taking into account 85% efficiency. Your current PSU won't break a sweat, but the OP's will, because in reality it's a low quality rebadged 350-400W PSU.
