Suggest me a better monitor

I am currently using a samsung B2030 20" lcd monitor. while it looks cool and provides quite a nice display, I am not entirely happy with it. The one and only reason for the above statement is gaming related. When I am playing a game where i have to move my mouse very fast or any scene involving quickly changing surroundings (even when I am standing still but looking around with my mouse very fast), something seems a bit ( I am not sure how to describe it) off. It seems a bit blurry (again, not the exact word I was looking for but it works). I get very good fps from my gtx560, about 45-60fps on average considering the latest games.
I know there are many grand monitors which come for a premium price. But I will not be able to afford those. I need a 22/23/24" monitor which will not have that effect I was talking about and will be affordable ( ~200$, less would of course be much better cause I need money to upgrade other pc parts). If you have multiple options on mind please suggest all of them, because the options I will have here in India will be limited. Lastly, is it a must to have a 120hz or LED monitor to eliminate the effect I was talking about? (I dont know jack about TV/Monitors so plz pardon my ignorance).

No, you don't specifically need a 120hz monitor to get rid of the "blurry effect". A good 60hz monitor with a good refresh rate will suffice. I'm not exactly sure about sites for India, so I'll just look at stuff on Newegg.
