What does that mean? AE uses the HDD to cache stuff if you didn`t disable it. Changing the mount AE is allowed to use doesn`t change that.
Also I (or better AE) have/has no problems grabbing 12GB or more for RAM previews or while rendering. If you only allow 6.5 then your RAM
previews wil be shorter and you have less fun.
Plus only 6.5 will LIMIT AE. If AE needs e.g 8GB to render some 1080p stuff then the renderer will be slower because the lower amount of RAM.

Generally speaking from adobe programs point of view: The RAM is a resource that comes for free - so they grab as much as they can.
E.g. there is a dive bar with free beer
