Running a low vcore with a _very_ bad cooler will make it run HOT.
I.e, the stock cooler without TIM. That should heat things up!
As for vcore, 3.4GHz at 1.5Volts on a h2o loop will still make it run cool but with a very high voltage.
So there are ways to test each of them, which is the "killer" of our poor SB chips.

Why are you trying to degrade the cpu?
There are too much threads already where the question more or less is the same. "My SB has degraded." But there really is no real answer to WHY exactly. It's either voltage or temps or as some say, a bad chip.
