Core temp is an individual temperature based on said core. CPU temp is the cumulative temp of the CPU entirely.

I've never seen my CPU's temp as higher than a core temp with my AMD Build. To each his own though.

Its normal-thubans cpu temp will read hotter than the core temp, you are are just fine. Even though i will say your over all temp seems to be a bit high at that oc, but still ok. If your cpu temp is about 35c, you might want to reseat your cold plate. also depending on what tim you used. And by the way-the thuban cpu,s (wich you have) have a core temp issue anyway of reading 6c-10c lower than what they realy are, just keep you cpu temp 55c or under at full load rule of thumb, mine runs very cool at my current settings-but i have no issue with pushing 60c on my cpu temps if i wanted too and have well over 60c.

p.s. try open hardwaremonitor i like it better than hw monitor.
