My favorite free IDE would be Code::Blocks with GCC as the compiler.

I learned C++ online on www.cplusplus.com They have a great tutorial on there.

The one I learned with is "C++ Program Design: An Introduction to Programming and Object-Oriented Design" by James P. Cohoon and Jack W. Davidson (2nd ed, 1999). It's pretty straight-forward and has lots of examples and explanations. You can find the 2nd edition for $0.50 to $1.50 on some online stores (effectively $5 with shipping).

I can't really compare it to anything else because it's the only C++ book I have, and it was required for my C++ course. Anyways, I'd recommend it, especially if you can get it as cheap as I did. It helped me out a lot with all the examples.

Oh, and the IDE I used was Microsoft Visual C++ 2008 (my instructor recommended it over the newest edition because it uses less resources). Again, it's the only one I've used so I can't make any comparisons, but it gets the job done and IMO it's very straightforward.
