Galaxy GTX 460 fan at 100% always

So I previously made a thread about a used Galaxy gtx 460 I bought with a broken fan. Well, I replaced the fan and that indeed did make the noise go down, but for some reason, the fan is still louder than my retail 460.

It's on 100% full speed. I downloaded MSI Afterburner and set the fan speed to minimum, but nothing happens. Nor when I move it up.

What's wrong with it? So annoying. Help would be VERY appreciated.

did you get teh latest drivers and why didn't you just rma it?

Well I got my fan replaced by the warranty because I figured that would solve the problem lol. And yeah I got the latest drivers

You guys think it might be the fan cable? When I got the card, the fan had a broken blade, so I got a new one, but didn't replace the cable.
