Actually, whether or not you hit someone is based on stillness, cover and aim. Machine gunners, shot gunners and snipers will shoot on-sight unless told otherwise. However, you have to tell rockets and grenadiers when to fire.
Players have lots of control over their infantry. You can tell your men were to go, when to wait, where to aim, when to duck, when to stand, when to shoot, when not to shoot, who to ignore, who to focus on etc.
You're right, it is turn-based but not in the traditional sense. In each round there is the planning phase and then the outcome. During the planning phase both players plan their moves at the same time and the outcome shows the result.
Games can last a while so instead of waiting for your opponent to complete his move you can exit the game and play another, and another, and another...
All the moves are saved server-side so when both you and your opponent are ready you can simply load the game and carry on where you left off.
