Obviously not... If you are getting the exact same temps in and out side of a case it could be a temp sensor glitch or the stock coolers TIM or fan.

Hard to believe you are running that hot at stock speeds. Even an OEM cooler should keep it within an acceptable range under full load. I would suspect a bad mounting or too much or too little TIM. I don't think your case is the culprit.
