I remember reading that GTA IV supports 3 cores. Coincidentally an xbox has 3 cores too

Actually GTA IV uses 6 threads, and thus works reasonably well in a 3 core environment. It should take advantage of 6 cores quite well, it certainly does on my sig rig, which unsurprisingly plays it all settings maxed out at a smooth 60fps, vsync enabled, 2560x1440.

Rockstar didn't seem to bother with a wide range of hardware testing for the PC version so people get highly variable results. If it works on your system it really scales well and can look infinitely superior to the console version. So it's not so much a bad port because they did include a lot of graphical scalability, it's just badly tested and bugfixed and only works well on a limited range of systems.

I just upgraded from a Phenom II 920 @ 3.72 and it would not run smooth. It really ticked me off. Finally after swapping to an I5-2500k @ 4.5 it's smooth as silk. Rarely does my fps dip below 40 and it's usually in the low 50s. Everything maxed except for view distance / vehicle density which are set at 75, can't go higher as I only have 1GB VRAM.

Sadly from what I've seen the Phenom line just won't play it well. During the game my GPU usage hangs around 70% so I'm assuming I'd see an even bigger increase if I clocked the CPU higher.

I use all maxed, except reflections on high, 37/37/37/10

that way I get max 71, min 38, avg is about 48-68 driving around

runs fine on my 1055T at 4.1GHz. but then again i am using a single GPU gtx 580.

frame rates don't dip below 40 and i have maxxed out everything @ 1080p

i believe crossfire is your problem.

Shadows can slow down a game tremendously, well from personal experience even having high performance video cards, shadow effects can hinder performance by a lot.

It's either a terrible port (which it is) or possibly that it isn't engaging the 3D clocks on your 5970.
