That actually makes sense!
The FSB-DRAM ratio as reported by CPU-Z is "CPU/5" which means CPU divided by 5. 1900Mhz divided by 5 is 380Mhz.
I'm going to try this with CPU multiplier x9 instead of 9.5... however it seems that with x9 it will run at 360Mhz. This means that the memory speed won't ever be able to run at 800Mhz?
Not a huge problem but it's really unusual that it works like that. It might also explain why with CnQ off the memory speed does not fluctuate between 200Mhz and 380Mhz.

Unfortunately what memtest86+ detects memory as still doesn't make sense

You'll need to go down to x8.

only multiples of "total CPU speeds" of 400 work out evenly. i.e. 2000MHz, 2400MHz, 2800MHz, etc. If you have a CPU speed like 1800MHz, 2200MHz, 2600MHz, etc then you can't divide by a whole number and get 400, so your memory is being underclocked.

Bugger, that's a huge waste of clock speed support then. Then again at 1.6Ghz, the chip probably has decent undervolting potential... and heck, I bought this chip for $10, so go figure. Of course there is option two (increasing bus clock to 211, making for 2Ghz CPU & 800 Mhz memory).

I'm rather used to AM3 platform, it seems on AM3 that memory speed is determined from a multiplier from bus clock, not divider from CPU speed.

I know. At least at 1.6Ghz, I can probably undervolt the heck out of it, and would probably still CPU-accelerate 1080p if needed. It also seems to match with my second HTPC, both would be 1.6Ghz K8 just that this is a dual core.

You will undervolt it, it will be quiet and low power usage, perfect for HTPC.

Running the x8 multiplier makes the RAM run at 320Mhz. I'm thinking if I could set it to 1066Mhz divider it would run 800Mhz, but there is no DDR2-1066 multiplier option on this board sadly. Looks like it's taking the chip to 2Ghz via 211 bus clock for me at which 1-1.1V undervolted operation should be still possible, so not a bad deal.

Just a FYI, Most if not all AM3(thubans excluded) will run on your board also,so if you have a BE slap it in and enjoy.

Your cpu is AM2,so no 1066 option,AM2+ has the 1066 option.
