I recently bought a tablet for note-taking and as an e-book reader. So far, okular has been the only program I was able to find that was capable of viewing and annotating chm, djvu, pdf, and every other document type I can think of.

However, it's pretty limited in that I can't make permanent changes to the annotating tools. For example, I can't make the free-hand annotating tool be in any other color than the default green. Further, the pen's width is too thick and I can't seem to change it.

Is there any other program like okular for windows, that is, with more or less the same functionality, but more customizable? I need something that can free-hand annotate chm and pdf documents.
