That is not really a good way to think about it. It boils down to hitting the sweet spot, at least for your budget. That is typically a per component target and depends on what you use your computer for.
So lets say you game. If you game on a 30" like I do you don't have as many options in the video card area, anything less than single gpu high end card, say a 6950/gtx570 or higher, and you will have to turn down the settings.
Now if you game at 1920x1080 there are a lot of good options. You have look at the performance in games versus the price of the part.
Same thing with the cpu. You have to look at the performance in the applications you'll be running, then at price, and pick which makes the most sense.
So that ratio is never really the same for everyone, or even for different builds for the same person.
