Rackspace isn't cheap. It also isn't what you seem to want. You originally posted in the Servers section, but you don't seem to want to build and run your own server, and leasing one is probably more expensive than you were bargaining for.
For a "small local website" a shared web host should be just fine, and also seems to be what you're describing. Unfortunately there are about a zillion of them out there so it's impossible to make a recommendation. Your question doesn't easily fit into any category at OCN.
