full screen issue

Just got my self an Acer 23" monitor from best buy, 1080p, hdmi, 2ms response time. Well anyways got her all hooked up and powered up the pc, set to 1920x1080 in windows settings, but for some reason it isn't filling up the entire screen. There's a black bar going around the picture. Is there a setting i'm missing. Any help would be appreciated .

screenshot. is your wallpaper set to center or fill?

its not the wall paper, the picture just isnt filling the entire viewing area. And a screen shot wont show anything, just the screen not what it isn't filling up.
