Lots of people - area wise, most of North America only has dial-up. Even in the big city, I am stuck with dial-up because of ongoing litigation between the various potential "providers", who have been bickering for at least 5 years over who owns the poles and rights of way.
The warning is also quite fair because some public WiFi portals are speed restricted, like good enough for e-mail but not good for downloading graphics, as well as places like Canada, where high speed accounts are capped and throttled, making graphics intense threads only viable when viewing in the middle of the night, at the beginning of the month, before the caps and throttles kick in.
