System is acting retarded

I'm not really sure what section I should post this in, so if any mods feel it's necessary to move it, please do.

*Sorry for the long read*

I just recently updated my sig rig from an A64 3200+ to an A64 x2 4200+. I noticed pretty much right after the upgrade my system felt like it was slower, although benchmarks showed almost a 40-50% increase in everything.
Gaming showed a very noticeable improvement, but everything else seems to have gotten worse.
For example, extracting a .RAR or .ZIP file pretty much brings the system to a slow craw, with programs and web pages opening very......slowly.....
I installed the 4200+ under XP (which was installed months ago with the 3200+) and I was getting weird issues, thinking it might have needed a fresh install. - New hardware conflicting with software.

I then noticed my HDD was running very slow using various benchmarking programs. My average was about 50-55/mbps and now I'm averaging about 33-40/mbps. I then installed Defraggler and found out 53% of my HDD was filled with fragmented files. Thinking that was the problem, I defragged (which took hours.....) and then my HDD speed was back to normal.
I did a little web browsing, gaming and about a half hour latter decided to run the benchmark again. I was back to 33-40/mbps....

I repeated this ^^ processes again, and my HDD was back to normal for all of 10 minutes, then its slow again. So I said screw it, I zero filled the drive and installed W7 64bit. I got everything set up for the most part and re-ran the benchmark (Performance Test 7.0) and was running at 50-55/mbps.

All good right? Wrong!

I played around on the internet again, installed a few games and what not then noticed my system was very slow again. I benchmark the disk again and of course its running slow as balls. I analyzed the disk with W7's build in defragger and it tells me the disk is 1% fragmented.
I then decided to try a different IDE cable. Much to my surprise the cable made it even slower. (20/mbps or so) When I booted back into Windows after switching my cable I always software OC my system with the same settings I've been using for the last few days and It crashes....
I rebooted and tried it again, again it crashes. I switch the IDE cable back out with the original one (Never changed anything in the BIOS) and tried the OC again.... It crashes....

Questions:

- Why would changing an IDE cable effect my OC? If I start the system and wait for about 20 min before I OC, it will do it just fine.... I'm baffled.

- Why would my HDD all of the sudden just slow down? I've made sure it was not in PIO mode and made sure DMA was enabled.

- I've never had any slow downs with my HDD until I installed the A64 x2 4200+, is that just a coincidence or could that be related?

Things I've tried:

- 4 Different IDE cables.
- Switched the IDE channels on the board.
- Made sure the jumper settings were correct.
- BIOS is up to date.
- Checked for loose or bad cables.
- Temps are fine.
- S.M.A.R.T Test in the BIOS. Everything came back fine.
- Memtest - No errors, everythings fine.
- BIOS shows everything correctly.
- Windows 7 WEI shows CPU, RAM and DISK @ 5.2 (No bottle neck between those) Aero and Video performance are both 6.8

Help?

I had similar issues when I placed a 95W CPU on a 65W mobo. Check if that is the case with your setup.

I just tried to google it myself, but when it didn't come up top of the results, I gave up You'd be more motivated

Wow, I didn't even think of that.

I checked on HP's website (HP a1243w) and looked under the supported processors list.

Supports the following processors:

* AMD Athlon 64 X2 4800+
* Athlon 64 4000+
* AMD Sempron 3200+

The 3200+ (Athlon, not Sempron) is 67 Watts <--- A64 3200+ is the stock CPU
The 4000+ is an 85.3 Watts
The x2 4800+ is 110 Watts.

My X2 4200+ is 89 Watts. So I'm guessing I SHOULD be okay then.

I think I got it figured out, hopefully.

I partitioned the HDD and put the page file on the separated partition. I also put the crash dump on there also. After restarting I defragged the primary partition and HDD read/write speed is back to normal. I installed some stuff, did some web surfing and what not, and the HDD speed is still very fast.

So I guess it was just the pagefile messing with the speeds after all. My PC definatly seems a lot more snappy than before.
