Is my new HDD bad?

I got my new hardware last Friday. Among the things I got were an Asus Crosshair IV motherboard (updated to latest BIOS), an OCZ Solid 3 6Gb/s SSD, a Samsung F4 2Tb 5400rpm, and a Liteon dvd-rw ODD. I'm also using a 2 month old Samsung F3 1Tb 7200rpm. The issue I'm having is that transfer from the Sammy F4 is good. But transfer to it is slow. It'll start off fast then slowly decrease down to about 10Mb/s and the whole system seems sluggish. CPU usage is only 6% and RAM usage is only 30%. Ive tried it without mobo drivers installed, with them installed, in ide and ahci mode, and in each Sata port and with Sata speed set to auto, 3Gb/s and 6Gb/s. And the outcome is always the same.

Any ideas? Or should I just RMA the drive?

Have you run CrystalDiskInfo or HDTune?
Essentially run a SMART test on it.

I ran Crystal Disk (100mb test 1 pass) and read times were 100+Mb/s. But write times were 10Mb/s.

So you didn't run a SMART test?
