GTX570 Problem?

Okay so... i think that my Gtx570 definetely has some problems. Why?
because i'm getting an average of like 20-25 fps on Rift for example in sanctum, but also other areas. Now the fact is that, a friend of mine is getting about my same Fps On 1920x1080 while i'm on 1280x1024 with an HD6870 Maxed Out.(this happens on other games too)
What could be my problem?

Download afterburner, go into settings and on the on screen display tab, tell it to display GPU usage and GPU core clock. Play the game again, I'm willing to bet you're going to see 405mhz core clock.

Simplest fix for this is to open up the Nvidia control panel, on the tab that it starts up on, you're going to have a lot of options. The tab on the right side of the window should say programs. Click that, hit add program, find Rift, then on the Rift profile, scroll down to where you see "performance mode". Change the setting from "Adaptive" to "Maximum performance".

Okay gonna try it right now. From The Nvidia Panel then Programs, then i have steam so i guess riftpatchlive which is the launcher actually, and then from adaptive to Max performance?
Anyway am i gonna do the same with the other games or is just an issue related with Rift?

It's primarily because of your resolution. It isn't a taxing resolution for Rift so the graphics card is downclocking itself to conserve power/extend it's life. If you try something actually GPU intensive, it won't downclock itself as it will be in use. The issue will only come up when you're playing games that aren't intensive normally, adding in the low resolution and the 570 basically thinks it can sleepwalk through it.

Okay now, My FPS changed a little bit. Now i get quite constant 30 FPS.
Anyway i think it is not enough yet, maybe i'm wrong i don't know.
Anyway After shows an usage of like 70-80 % and 750 Mhz?
This is the most result i can get?

Just the model/speed of your processor. Right click "Computer" from the start menu, hit properties, it's in the dead center.
