What language would I use to create a Steam-esque image header?

I love the way the Steam image slideshow header looks on their home page. I want to create something similar, just for fun and for learning. What language was this (most likely) made in, and what tutorials and help should I read in order to get started on something like this?

A jQuery slider would do that. There are many to choose from, so go hit up the world's biggest search engine.

It was most likely done with some variant of javascript purely client-side IMO. You can also achieve similar functionality with the mix of server/client code in .NET using AJAX.
